Form A vs Form B vs Fire NOC
Three documents that are often confused. Here is what each one is, who issues it, when it is needed in Maharashtra, and which one your building needs now.

Three Documents, Three Purposes
| Document | What it is | Who issues it | When |
|---|---|---|---|
| Fire NOC | No Objection Certificate confirming the building’s fire safety arrangements meet the applicable standards | Local fire department | Before occupancy, and renewed as the local authority requires |
| Form A | Fire safety compliance certificate for the installed systems | Licensed Agency, after testing | New buildings, extensions and new or upgraded fire installations |
| Form B | Fire safety maintenance certificate โ the systems are kept in good repair and working | Licensed Agency, after inspection and testing | Twice a year, in January and July |
Form A and Form B come from the Maharashtra Fire Prevention and Life Safety Measures Act, 2006 and its Rules. Fire NOC requirements are set and administered locally, so always confirm the current process with your local fire department.
Which Document Does Your Building Need?
New building or new floors
Systems designed and installed, tested, Form A issued, and the Fire NOC applied for before occupancy. See our fire fighting contractor service.
Existing society or office
Form B every January and July, after the systems are inspected and tested. An AMC keeps you ready all year.
Systems upgraded or changed
New or modified installations are tested and certified with Form A, and your next Form B covers the whole building.
Three Things People Often Get Wrong
“We have a NOC, so we are done”
The NOC is an approval. Form B is a separate twice-yearly certificate that the systems are still maintained and working.
“Form B is just paperwork”
A Licensed Agency must inspect and test before signing. Certifying maintenance that was not done is an offence under the Act.
“Form A is only for big projects”
Any new or upgraded fire installation that the fire authority requires is tested and certified โ including extensions and new floors.
