Form B Certificate in Pune & PCMC

What is Form B?

Form B is the fire safety maintenance certificate. Section 3(3) of the Maharashtra Fire Prevention and Life Safety Measures Act, 2006 requires the owner or occupier of a covered building to furnish a certificate from a Licensed Agency to the Chief Fire Officer or nominated officer twice a year, in the months of January and July, confirming that the fire prevention and life safety measures are maintained in good repair and efficient condition.

In practice this means your hydrant, sprinkler, alarm, pumps, extinguishers and other systems must actually work — and a Licensed Agency must check them before signing. FIRENET holds a Licensed Agency licence from Maharashtra Fire Services (copy shared on request).

What happens if fire systems are not maintained?

The Act gives fire authorities strong powers. Where fire safety measures are inadequate and there is imminent danger, the Chief Fire Officer can order a building to be vacated and have its electricity and water supply disconnected and the premises sealed (Section 8).

Contraventions such as failing to provide or maintain the required fire safety measures are punishable under Section 36 with rigorous imprisonment from 6 months up to 3 years and a fine of ₹20,000 to ₹50,000, plus up to ₹3,000 per day if the offence continues.

The Form B Certificate process

Book before the deadline

Call in December or June so there is time to fix any defects before January or July.

Frequently Asked Questions

Is Form B compulsory? +

Under Section 3(3) of the Maharashtra Fire Prevention and Life Safety Measures Act, 2006, the owner or occupier of a covered building must furnish a certificate from a Licensed Agency twice a year, in January and July, confirming that fire prevention and life safety measures are maintained in good repair and efficient condition. This is commonly called Form B.

Which buildings does it apply to? +

Buildings covered by Schedule I of the Act — for example residential buildings above 15 m, and educational, institutional (hospitals), assembly, business, mercantile, industrial, storage and hazardous buildings according to their height and use. We confirm the position for your building during the site visit.

Who can issue Form B? +

Only a Licensed Agency. FIRENET holds a Licensed Agency licence from Maharashtra Fire Services; a copy is shared with clients on request.

Where is Form B submitted? +

To the Chief Fire Officer or nominated officer of your local authority — for example the PMC or PCMC fire department, or the authority notified for your area. We guide you on the current submission process.

What if our systems have defects? +

We list the defects with a quote to fix them. The Act makes it an offence for a Licensed Agency to certify maintenance that has not actually been done, so Form B is issued only after the systems are working.

How long does it take? +

For a building whose systems are in order, inspection and testing usually take a few hours to a day, and the certificate follows. If repairs are needed, the time depends on the defects.

Have the rules changed recently? +

The Act was amended in 2023 and the Rules in 2025. We follow the currently prescribed formats and processes and will tell you if anything changes for your building.
