A bell or hooter tells people there is an alarm. A voice evacuation system tells them what to do: which floors should leave now, which should wait, which exits to use, and when the alarm is a test. In large and tall buildings this makes phased evacuation possible and reduces confusion and crowding on staircases.

The system is linked to the fire alarm panel so the right message is broadcast automatically to the right zones. Many high-rise and large public buildings are required to have a public address system under NBC 2016 Part 4 and local fire authority conditions.
